Student Services - Special Education

The District's Student Services Department coordinates the provision of services to over 2,000 students with disabilities. Services are designed to provide a free, appropriate public education in the least restrictive environment. At least annually, a multidisciplinary team (including the parents) reviews assessment data and develops an Individualized Education Program (IEP). The IEP describes special education and related services that will be provided to a student with a disability.

Programs and services are provided in the regular classroom to the extent appropriate. Most elementary students with disabilities receive services in the regular classroom. Some or all of the school day may be spent in a resource center or special education classroom. A small number of students with disabilities receive their special education in an off-campus, non-district setting.

Placement Options

  • Community Transition Services: Serving 18-21 year-old students with developmental disabilities in cognitive, language, motor and social skills.
  • Life Skills Classrooms: Serving students with developmental disabilities in cognitive, language, motor and social skills.
  • Resource Rooms: Serving K-12 students with academic learning needs.
  • Social Communication Classrooms: Serving students with Autism Spectrum Disorder and/or significant social communication deficits.
  • Social Learning Centers: Serving students with behavioral needs or mental health issues.

Identifying Children with Disabilities

The Hillsboro School District (HSD) is seeking assistance in locating children with disabilities (birth through age 21) who have not graduated from high school and currently are not attending nor receiving other special services from public schools.

Oregon and federal law mandate educational services for children with disabilities. HSD provides educational programs and services for eligible children from kindergarten through high school. Services provided are appropriate to each child's disability. The Northwest Regional Education Service District provides educational services for eligible children from birth to kindergarten.

Parents, guardians, or anyone who knows of a child (age five through 21*) with a disability currently not receiving educational services are asked to notify the special education contact person in the child's home school or contact the District Student Services Department at 503-844-1500.

* For children younger than kindergarten, please telephone the NWRESD at 503-614-1446.

Tax Exemption for Parents fo Children with Disabilities

2011 Tax Exemption for Parents of Children with Disabilities The following summary is a resource for parents to obtain information concerning the Oregon tax exemption for parents of children with disabilities. This basic information will provide you an understanding of the exemption.

 

The Oregon Tax Code provides an additional tax exemption for parents of eligible children with disabilities in Oregon. The procedure for claiming an exemption for the 2011 tax year is explained in the Oregon Individual Income Tax Return and Instruction booklets.

 

Who qualifies for the exemption?
A child qualifies if he or she meets all of the following criteria:

  • Qualifies as your dependent for tax year 2011;
  • Is eligible for early intervention services, early childhood special education services or receives special education as defined by the State Board of Education of the state where the child attends school; and
  • Is considered to have a disability as of December 31, 2011 under the federal Individuals with Disabilities Education Act (IDEA) and related Oregon laws.


Eligible disability categories include:

Intellectual Disability (10) Traumatic Brain Injury (74)
Orthopedic Impairment (70)  

As per Oregon Revised Statute (ORS) 316.099, children receiving special education services for communication disorders (50) and specific learning disabilities (90) do not qualify for this tax exemption.

What documentation must be submitted with your tax return to qualify for this exemption?

The tax instruction booklet explains that your child must have an Individualized Education Program (IEP) or an Individualized Family Service Plan (IFSP) and an eligibility statement for one of the qualifying disabilities listed above. A copy of the IEP or IFSP coversheet and a copy of the student’s eligibility statement may be obtained from the school district. The coversheet and copy of the eligibility statement should be kept with the child’s permanent health and education records, as maintained by the family – they DO NOT need to be submitted with your tax return. Parents are advised to store an additional copy with their 2011 tax records.
To claim the exemption on your 2011 state taxes, write the child’s name along with the names of all other dependents on the line titled “All dependents” (line 6c on Form 40). In addition, write the name of the eligible child on the line provided for “Disabled children only” (line 6d on Form 40).
