Title I is a federal program of the No Child Left Behind Act of 2001 that supports programs in schools and school districts to improve the learning of children from low-income families. The U.S. Department of Education provides Title I funds to states to give to school districts based on the number of children from low-income families in each district.
For the 2011-2012 school year, 11 elementary schools in the Hillsboro School District are designated as Title I Schools. These schools receive additional funding for programs and services designed to improve learning opportunities for eligible students. In addition, Title I schools are required to employ highly qualified teachers in core academic subjects.
Nine of the 11 Title I Elementary Schools – with the exceptions of Brookwood and Rosedale – operate a Schoolwide Program, which is a comprehensive reform strategy designed to upgrade the entire educational program in Title I schools with more than 40 percent poverty. Brookwood and Rosedale operate Targeted Assistance School Programs, designed to meets needs of "targeted" students who have the greatest needs of academic support.
Parents of Students Enrolled in Title I Schools May Inquire about Teacher Qualifications
The Hillsboro School District is committed to providing quality instruction for all students and does so by employing the most qualified individuals to teach and support each student in the classroom. All teachers who teach in core academic subject areas are required to be Highly Qualified.
Parents of children enrolled in a Title I School may request information concerning the professional qualifications of their child’s teacher(s) including the degrees held, certifications held, and whether the teacher is certified in the area he/she is teaching. Request for this information may be submitted to the school principal.
Highly Qualified teachers are fully certified and/or licensed by the state; hold at least a bachelor's degree from a four-year institution; and demonstrate competence in each core academic subject area in which they teach. Title I schools must notify parents if their child has been assigned, or has been taught for at least four consecutive weeks by a teacher who does not meet the Highly Qualified criteria. Parents also may request information concerning whether their child is receiving instruction by a teacher assistant, and if so, his/her qualifications.
Three Schools Offer School Choice Option in 2011-2012
Students from Reedville, Witch Hazel and WL Henry have the option of attending one of two choices of selected schools while their schools are in School Improvement status. Transportation is provided until the home school makes Adequate Yearly Progress for two years in a row. Reedville students may choose between Ladd Acres or Rosedale; Witch Hazel students may choose between Farmington View or Groner; and WL Henry students may choose between Brookwood or Eastwood. Depending on space at particular grade levels, students may not receive their first choice of school.
Witch Hazel and WL Henry met the state benchmark this past year, but need to reach the goal for one more year. Transfers forms are available from Jane Siguneza in the Communication Department (503-844-1500). A copy of the letter mailed to all parents at these three schools is available at the schools’ offices.

Two Schools offer Supplemental Educational Services in 2011-2012
Two of the District’s Elementary Title I Schools: W. L. Henry and Witch Hazel – will provide students with access to free after-school tutoring for the 2011-2012 school year in accordance with the Supplemental Educational Services (SES) requirement for schools not meeting Adequate Yearly Progress (AYP) for two-consecutive years. Parents of students attending W.L. Henry or Witch Hazel elementary schools should review the list of 2011-2012 SES Providers below for information on after-school tutoring providers.
