Student Transfer Requests for the 2011-2012 School Year (ending June 2012)

Transfer requests for the remainder of the 2011-2012 school year will be considered as time and available space allow. With the exception of new, eligible NCLB/AYP-related submissions, consideration will be limited to requests related to relocations or extreme hardships only.

All new students must be enrolled at their home school prior to submitting a request -- do not submit enrollment forms with your transfer request as they are processed separately.

There are two processes: (1) in-district, for requests to schools within the Hillsboro School District; and (2) inter-district, for requests to schools outside the Hillsboro School District (i.e., Beaverton or Forest Grove School Districts) or non-resident requests into the Hillsboro School District.

Transfer request forms are listed below. These are to be used by residents of the Hillsboro School District only. If you reside in a different district, please contact their office for more information about their transfer process and timelines. The Hillsboro School District will not consider 2011-2012 school year requests from non-residents until the home district has released the student -- both districts must approve the transfer before the student may enroll at the requested school.

Students who are residents of the Hillsboro School District should complete the following forms to request a transfer to schools within the Hillsboro School District.

To attend schools outside the Hillsboro School District (i.e., Beaverton or Forest Grove School Districts), please submit the following forms. Do NOT use these forms for the 2012-13 transfer process:

Please review transfer policies, read the application form carefully before signing, and attach all necessary documentation. Incomplete requests may be returned without consideration.

You may mail or drop off your transfer requests, with all necessary documents, to your school or the District Administration Office at 3083 NE 49th Place, Hillsboro, OR 97124 (just north of the Brookwood Library) or by fax to 503-844-1557.


Transfer Process for the 2012-2013 School Year (beginning September 2012)

Families applying for dual language options programs in our schools will have separate procedures. Please click here for more information.

For other requests, please follow the listed timelines below. Deadlines will be strictly adhered to. Requests submitted outside of the timelines will be held until the next applicable window opens.

Due to the large volume of requests and limited staff availability, phone or in-person inquiries may not receive an immediate response and may simply lengthen the time for processing. Parents are asked to follow the process as outlined and submit their requests in writing within the windows indicated below. The decision on your request will also be made in writing and mailed to you as noted below.

The following are general points -- please read the information before submitting a transfer request. Updated information about inter-district transfers will be posted as the details are finalized.


In-District Transfers


All resident students need to be enrolled in the Hillsboro School District before submitting a transfer request.

CLOSED -- January 3-31, 2012, Priority Window:  Residents entering grades 1-12 next year seeking transfers to schools within the Hillsboro School District will need to submit their paperwork beginning January 3, 2012, and no later than January 31, 2012, for priority consideration for the 2012-13 school year. Students currently on NCLB/AYP transfers are recommended to submit requests as well, in case their AYP transfers expire (i.e., due to a federal waiver or the school being removed from sanctions).

For requests submitted by January 31, families will be mailed written notifications of decisions by February 29. This earlier timeline enables our resident students the first opportunity for transfer slots in advance of the state-mandated inter-district window in March.

Dual Language Transfers: For students entering grades K-5, please visit our dual language page to complete a program interest form. Parents will be contacted about opportunities to transfer as openings are identified throughout the spring and summer. Students entering middle or high school should contact South Meadows Middle School or Hillsboro High School directly about opportunities.

May 1-June 1, 2012: This is an additional opportunity for residents entering grades 1-12 to submit transfer requests if they missed the priority window. Note that space may be very limited by this time. Written notifications will be mailed by July 31.

August 1-24, 2012: Residents entering kindergarten next year seeking transfers to schools within the Hillsboro School District may submit their paperwork within this window. Late requests from students entering grades 1-12 also may be considered on a very limited basis. Notifications will be mailed by August 31. In the meantime, please ensure your student is enrolled at their home school in case your request is not granted. Elementary schools will begin kindergarten enrollment on March 5, 2012; please contact your home school about required documentation.

Inter-District Transfers

We expect to send letters out in mid-February to students currently attending the Hillsboro School District on inter-district transfers. Students attending other districts should contact those district offices for more information. Policies, additional implementation details, and forms will be posted when they are finalized.

March 1-30, 2012: New state legislation, House Bill 3681 (HB3681) mandates a March 1-30, 2012, timeline for inter-district “open enrollment” for the 2012-13 school year. This applies to requests between the Hillsboro School District and other districts (i.e., Beaverton, Forest Grove).

***High school OSAA athletic and activity participants***  be sure to read OSAA's position statement regarding your eligibility before you apply for an HB3681 transfer.

Districts will decide by March 1 whether or not they will participate in receiving incoming transfers during the HB3681 open enrollment process. At that time, please check with your requested district to see if they will be participating and which schools, if any, will be open to HB3681 transfers.

During the HB3681 window only, home district permission will not be required to transfer to another participating district. Outside the HB3681 window, the standard process will apply and approval will be required from both districts, if they open additional windows to inter-district requests.

HB3681 also dictates a lottery system if the number of requests exceeds the slots available at the requested district. Reasons for the request will not be considered in the lottery selection. Chances of requests being granted for Hillsboro schools will depend on the number of requests received and the number of slots opened to HB3681 transfers.

Please note that there are no slots allocated for incoming kindergarten transfers at this time. Inter-district kindergarten transfer requests to attend Hillsboro schools will not be accepted during the March open enrollment period.

Requests for students in grades 1-12 submitted by March 30 will be mailed written notifications by May 1.

May 1-June 1, 2012: Inter-district transfer requests submitted after March 30, outside of the HB3681 window, will be processed under standard procedures during this period. The standard process includes required approval by both districts, evaluation of reasons for transfer, evaluation of student history, and one-year-only terms. Nonresident students must first apply at their home district. Students may not enroll at their requested school until both districts have approved the request. Written notifications will be mailed by July 31.

August 1-24, 2012: Requests for incoming kindergartners and late requests for students in grades 1-12 will be considered during this window. Since HB3681 does not apply, home district permission must be obtained and submitted to the Hillsboro School District within this window; please contact your home district for their application timelines and procedures. Please be sure your student is enrolled at their home district/school in case your transfer request is not granted.

Time is of the Essence

The priority deadlines — January 31 for in-district transfers, March 30 for inter-district transfers for students entering grades 1-12 — will be strictly adhered to. Submissions after these dates will be held until the next available transfer window. Transfer slots also may be limited depending on staffing, resources, and availability of space at the school, and may be filled during the priority process. So, be sure to turn in your transfer paperwork on time if you want priority consideration and written notification by spring 2012.


School Attendance Areas

By state law and district policy, students are assigned to a “home school” in their “home district” based on the legal address of residence of their parent or legal guardian. A transfer request is required to attend a school other than the home school; students may not attend another school without valid permission. Homeless students should contact their counselor or principal to see if they may qualify for 
Title X provisions.

The Hillsboro School District also has established attendance boundaries that provide clear feeder paths from elementary to middle to high schools. These allow for academic continuity within each feeder and balance enrollments across the schools in the district. Your elementary home school determines the feeder path your student would take into middle or high school. Please refer to the maps listed on the left to determine your attendance area.

A transfer to a school outside of your home feeder path does not guarantee continuation to the next feeder level of your transfer school.

Terms of Transfers 

In-district: Currently, transfers are granted for one school year only, or as dictated by NCLB/AYP requirements. Beginning with transfers approved for the 2012-13 school year, in-district transfers will be effective for the academic level, that is, through the final grade at the requested school.

Inter-district: Nonresident students granted transfers under HB3681 may attend school in the Hillsboro School District until they graduate, are no longer required to attend, or enroll in a different district. Note, however, after the first year of transfer, there is no guarantee that the student will remain at their current school. By state law, the district has the discretion to move the student to a different school in the district (i.e., to relieve high enrollments). Non-HB3681 transfers will be granted for one year only.

Transportation is the responsibility of the family, except as required by law.

Failing to meet transfer conditions, violating district policies, or providing false statements or documentation may result in immediate revocation of a transfer.
