Overview

The Budget and Finance Office is responsible for the global fiscal management of the Hillsboro School District. This responsibility necessitates the oversight of the District's budget. To fulfill these responsibilities, the Finance Department is organized under the following divisions:

• Fiscal operations and accounting
• Staff benefits & payroll
• District and school budgets
• Contracts and procurement
• Risk management
• Capital Management and Investments
• Print Shop

Scott Harrison is the chief financial officer for Hillsboro School District. Harrison joined HSD in 2025 and comes to the District from Intel Corporation, where he worked for 26 years. He first served as the controller for the Global Sales division, which included preparing budgets, forecasts, and monthly financial reconciliations for an organization with over $100 million in operating funds and multi-billion in sales revenue. He then moved into a sales and marketing role, where he designed and implemented their global inside sales model, channel partner program, and software partner program to drive sales for Intel products. 

From there, Harrison accepted the role of senior director in the Information Technology department. In this capacity, he spearheaded a cost savings initiative to consolidate and integrate $700 million in IT spending to a more efficient operating model through the implementation of optimization measures. Harrison also served as the senior director of supply chain, a role in which he was responsible for strategy design, benchmarking, workforce planning, talent development, software transformation, consultant management, and program management for an 800-person group. 

Harrison's experience with negotiating contracts, completing audits, and developing staff is expertise that the team has welcomed.  He received his Bachelor of Science in Economics, Master of Arts in Psychology, and Master of Business Administration in Finance. 

Jeff Jones is the Director of Business Services with responsibility for the Annual Comprehensive Financial Report and oversight of the financial responsibilities for District Grant Funds. He has worked for the Hillsboro School District since 2012, when he was hired as the Grant Fiscal Planning Specialist. Prior to that, he was an Auditor for Talbot, Korvola & Warwick LLP. Jeff is an active member of the Oregon Association of School Business Officials.
