Highly Qualified Testing – ACT WorkKeys Assessment

In order to ensure that we are in ESSA compliance at Title 1 schools: education assistant, special education assistant, family outreach liaison, and library media assistant positions, must meet Highly Qualified standards. In order to be Highly Qualified applicants need 48 semester or 72 quarter college credits or pass the WorkKeys assessment tests and have an observation from an administrator.

ACT WorkKeys Assessment is a testing option offered by Hillsboro School District to meet the requirements of the federally legislated Every Student Succeeds Act. The assessment measures paraprofessional skills and knowledge in Applied Math, Workplace Documents (reading), and Business Writing, as well as, the ability to apply those skills and knowledge to assist in classroom instruction.

All applicants and employees are eligible to take this assessment to become highly qualified. Applicants must have an active application with the Hillsboro School District to register for the assessment.

The assessment consists of the following:

  1. Applied Math, 34 questions, 55 minutes
  2. Workplace Documents, 35 questions, 55 minutes
  3. Business Writing, 1 question, 30 minutes  

The cost for all three tests is $60.00, we only accept cash.  A valid photo ID and $60 cash will be needed on the day of the Assessment. Schools are not allowed to pay for the HQ testing fees.

Assessment results are emailed to applicants. Assessment results may take up to 2 days. If college credits will be used to meet the Highly Qualified standard, they will need to be sent to Hannah Huenergardt - Contact Form.

ESS Substitutes can also register to take the ACT WorkKeys Assessment but only if they are currently working at a Title 1 school in a long term position that will or could be more than 20 days.

How can ESS Substitutes register for HQ?

Substitutes will need to contact the Principal or office managers at a Title 1 school and let them know they are interested in the HQ Testing.

Office Managers will email the applications office at applicationsoffice@hsd.k12.or.us to let them know an ESS substitute is looking to register and provide substitute name, phone number and email address. The applications office will email registration links to substitute. Results will be sent via email to substitute for submission to ESS.
