Schools don't confirm attendance of students or release them to any outside agency (with the exception of DHS when there is a concern about child abuse in the student's home and only after the school has verified the identity and credentials of the agency representative). 

No. HSD never asks for a child’s or family’s immigration status during enrollment. Schools may ask for documents like proof of age or address, but families may provide alternatives (e.g., medical records, baptismal records, affidavits). No one is required to provide a Social Security number. 

No. HSD does not collect immigration status, and therefore cannot share it. Even if the district had such information, FERPA prohibits disclosure without written consent or a court order that meets strict legal requirements. HSD also does not allow immigration enforcement activities on school grounds unless legally required. 

If you are a U.S. citizen or eligible non‑citizen, yes. FAFSA is the main way to access federal financial aid.

If you are undocumented, you cannot complete FAFSA, but your student can if they are a U.S. citizen or eligible non‑citizen.

If your student is undocumented, they may still qualify for:

• Oregon Student Aid Application (ORSAA)
• Oregon Promise
• OSAC scholarships
• Private scholarships

HSD counselors can help families determine which application is appropriate.

HSD’s priority is student safety and emotional well‑being.

If a parent or guardian is detained:

• The school will follow the emergency contact list provided by the family.
• Staff will provide support, supervision, and care until a trusted adult arrives.
• The district’s Family Engagement and Student Services teams can help connect families with community resources.

DACA students and families have the same rights to attend school, receive services, and participate fully in district programs.

HSD does not track DACA status for students or families.

DACA students may be eligible for:

• ORSAA (state financial aid)
• Oregon Promise
• Many private scholarships
• In‑state tuition at Oregon public colleges

HSD enforces strict anti‑discrimination policies under:

• Title VI of the Civil Rights Act
• Oregon’s anti‑harassment and anti‑bullying laws
• HSD’s Educational Equity Policy

Schools:

• Investigate all reports of harassment
• Provide language access for families
• Offer culturally specific supports
• Train staff on bias, civil rights, and inclusive practices
• Maintain safe, welcoming environments for all students

You can report concerns to:

• Your school principal
• The Executive Director of your school
• The district’s Title VI/Title IX/Equity compliance officer
• Equity, Access & Engagement Officer
• Any trusted staff member

Reports can be made in any language.

The district will:

• Investigate promptly
• Provide supports
• Take corrective action if needed
• Protect against retaliation

No. HSD does not ask for, record, or track DACA status for employees. Employees only provide the documents required for federal I‑9 employment verification. 

Yes.  

Employee records are protected by:

• Oregon public records law
• Federal privacy laws
• District policy

Immigration‑related information, if it exists, is treated as confidential and is not shared without legal authorization.

HSD follows federal I‑9 rules, which allow employees to continue working as long as they have timely filed for renewal and provide acceptable proof of the extension.
