Scope of Work

  • Please note that project costs and schedules may fluctuate due to cost of materials and labor, conditions at the site, unforeseen and/or revised scope, and other factors. Projected budget: $38.6 million (includes planning/permitting, architectural design and construction costs).

    Summer 2021 - Summer 2023

    • New School

    A new elementary school, currently with a working name of "ES29," will be completed by fall 2023 in the south Hillsboro area as the final major project of the 2017 Bond. The site is approximately eight acres, located at the northeast corner of SE Kinnaman Road and SE Reed Drive. The building will be approximately 73,500 sq. ft., with two stories and capacity for 600 students.

    The original plan was to open in fall 2022; however, recent enrollment projections indicate that Rosedale Elementary School can continue to serve as the home school for the anticipated student population in this area through the 2022-23 school year.

    Construction will take place in two phases. Phase 1 comprised site work that took place in summer 2021 and finished in December. This included excavation, grading, installation of underground utilities, rock compaction, and other earthwork. The parent dropoff/parking lot and staff parking lot were built with base asphalt and parking lot lighting bases. Construction also added curbs, ramps, sidewalks, and retaining walls as well as junction boxes, relocated streetlights, sidewalks, and driveways on the site frontages.

    Phase 2 started on March 1, 2022, beginning construction of the school building and completion of remaining site work, including installation of the synthetic turf, covered play area, playground equipment, landscaping, and the final asphalt and concrete work. A special feature will be the installation of solar rooftop panels.

    Starting in late March 2022, a community survey process is expected to develop the official name for ES29, followed by mascot naming and logo development. There will be a first round to solicit general suggestions, a second round to comment on a narrowed-down list of names, and a third round to comment on a list of potential mascots. A task force will be convened to implement this process.

    By early 2023 (possibly late 2022), a boundary process, with community representation on a task force, will be initiated to evaluate surrounding HSD school attendance areas and carve out the ES29 attendance boundaries. Boundaries will take into account student demographics, transportation routes, etc. Watch for updates on this site as well as via the district's other communication channels, including the Hot News e-newsletter and social media.

    After completion by August 2023, the school is expected to address the enrollment growth that will eventually result from development in south Hillsboro in the coming years. The building will be modeled on the design of the Brookwood Elementary School replacement and Atfalati Ridge Elementary School (orientations and site placements will differ). A primary difference will be the installation of solar panels on the roof of ES29.

    The district also owns additional property in this area and, subject to passage of a future bond measure, tentatively plans to add two to three other elementary schools, a middle school and a high school on this property to create a new feeder system to serve the South Hillsboro area. The timing and details of these plans are currently undetermined, and would be several years down the road. The final scope will depend on the bond funding approved by the voters.
