First State Revenue Forecast for 2019-21 Biennium Released
September 9, 2019 - Legislators received positive news as they closed out the books on the 2017-19 biennium. The September Economic and Revenue Forecast, released on Wednesday, Aug. 28, showed another surge in tax collections that will generate the largest personal kicker in Oregon’s history. Based on final projections for the 2017-19 biennium, Oregon’s kicker law will require the return of almost $1.57 billion to taxpayers in 2020 when they file their 2019 taxes. While it will be the largest personal kicker ever in terms of total dollar amount, it will be only the third largest as a percentage of tax liability.
State economists noted that although we’ve experienced the longest period of economic growth and expansion in Oregon’s history over the past several years, there are indications of potential economic slowdown and “warning signs” of a recessionary period. That said, economists also reported to legislators that “…most (economic) indicators are still positive…” and recognized the fact that the majority of economists nationally (66%) are not predicting a recession in the near term.
For school communities that have lived through boom and bust economic times and had significant budget uncertainty in the past, there is some good news. The state’s reserve accounts (Education Stability Fund, Rainy Day Fund, and Cash Reserves) are currently projected to reach $2.58 billion during the 2019-21 biennium (12.2% of the General Fund Budget). The forecast also shows that projected General Fund and Lottery resources have grown $324 million for the 2019-21 biennium since July 1. With the addition of the new revenue stream from the Student Success Act in 2020-21, the state will be in a position to help stabilize K-12 budgets in the event of a significant economic downturn.

Los legisladores recibieron noticias positivas mientras cerraban los libros financieros del bienio 2017-19. El pronóstico económico y de ingresos de septiembre, publicado el miércoles 28 de agosto, mostró otro aumento en la recaudación de impuestos que generará la mayor cantidad de reembolsos en la historia de Oregón. Según las proyecciones finales para el bienio 2017-19, la ley de reembolso de impuestos de Oregón requerirá la devolución de casi $1.57 mil millones a los contribuyentes en el año 2020 cuando presenten sus impuestos de 2019. Si bien será la cantidad de reembolso de impuestos más grande en términos de monto total de dólares, será solo la tercera cantidad más grande como porcentaje de obligación tributaria.
Los economistas estatales señalaron que aunque hemos experimentado el período más largo de crecimiento económico y expansión en la historia de Oregón en los últimos años, hay indicaciones de una posible desaceleración económica y “signos de advertencia” de un período de recesión. Dicho esto, los economistas también informaron a los legisladores que “... la mayoría de los indicadores (económicos) siguen siendo positivos…” y reconocieron el hecho de que la mayoría de los economistas a nivel nacional (66%) no predicen una recesión en el futuro próximo.
Para las comunidades escolares que han vivido tiempos económicos de auge y colapso, y tuvieron una incertidumbre presupuestaria significativa en el pasado, hay algunas buenas noticias. Actualmente se proyecta que las cuentas de reserva del estado (fondos de sostenibilidad educativo, fondos que se utilizan en momentos en que se interrumpe o disminuye el ingreso y reservas de efectivo) alcancen $2.58 mil millones durante el bienio 2019-21 (12.2% del presupuesto del fondo general). El pronóstico también muestra que los recursos proyectados del fondo general y de lotería han aumentado $324 millones para el bienio 2019-21 desde el 1 de julio. Con la adición de la nueva fuente de ingresos de la Ley de Éxito Estudiantil en 2020-21, el estado estará en una posición para ayudar a estabilizar los presupuestos K-12 en caso de una recesión económica significativa.
